Employees Group Gratuity Trust Approval From IT For A Liaison Office

Ours is a liaison office of a foregin company incorporated from 1995 with the staff strength of 22 now and we tried to establish employees group gratuity trust with LIC/Kotak insurance.Insurance companies insist us to get approval from Income tax dept,we approached the insurance company and they replied that since you are a liaison office of a foreign company not filed any annual return to us and how can we provide on approval.
RBI and MCA insist that liaison office need to comply pf,shop and establishment act,gratuity ,it for tds etc.
Please advise to whome we are supposed to approach for grt on approval

Dear Veera
No body has replied to your post. We are also a Liaison Office in New Delhi under approval from RBI and have to make Leave Policy. Can you advise under which act / rule we will have to make the same.
