How Do I Create a Health, Safety & Environment Policy for a Cement Company from Scratch?

I need help on how to establish a Health, Safety & Environment (HSE) Policy and Procedure for our company, which is in the cement manufacturing industry. Since I'm new to this company, they don't have any existing policy and procedure for HSE.
