Proposal For Emplyee Photo Id Cards In A Hospital

i have been given a task to write a proposal to hospital management for impliment photo id cards for all staff. please help with a sample proposal.
They want to now how will the new pvc cards be different from the current cheap ilaminated cards
the advantages of color coded cards to tell nurses from doctors and so on.

All the thing can be similar as standard ID Card, proactively need to be captured his blood group its be mandatroy for all then it will be useful and same all mention in the employee details data base, in future you need to donate or save any boby;s life then you need to filter the data only and ask to donate the blood.
