Are POI and OCI Card Holders Considered International Workers for PF?

Hi, I am looking for some clarification in the context of PF for international workers. Are POI and OCI card holders considered as international workers?

Definition of International Worker

As per the FAQs released by EPFO, below is the definition of IW.

Who is an International Worker? An international worker may be an Indian worker or a foreign national.
- Any Indian employee working or having worked abroad in a country with which India has entered into a Social Security Agreement (SSA); OR
- Any foreigner working in India in an establishment where the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 is applicable.

Do POI/OCI card holders come under the foreigner definition?
