Organisational Behaviour by Dr. Udai Pareek is one of the best I have read.
For HR you can read any book by Dr. T V Rao. One such is Designing and Managing HR Systems. (Dr. TVR and Dr. Udai Pareek)
From foriegn authors you can read 'HR - The Value Proposition' by Prof. Dave Ulrich.
