Organizational Behavior by Dr. Udai Pareek is one of the best I have read. For HR, you can read any book by Dr. T V Rao. One such book is Designing and Managing HR Systems (by Dr. TVR and Dr. Udai Pareek). From foreign authors, you can read "HR - The Value Proposition" by Prof. Dave Ulrich.

A good book for HR would be Flippo by Dessler. For OB, I recommend S. Robbins and Luthens. These are very good books.
