New to HR Software Development: How Can I Create a Recruitment Tool from Scratch?

I'm working on a software development project and am looking to create software for the HR recruitment process. Essentially, it's a tool that will help a company assess the client's needs, generate a list of candidates, conduct interviews, and see the process through to placement. I'm new to this topic and unsure of the requirements for such a project. I would greatly appreciate any ideas you could offer on this.
