Need Formula For Excel For Incentive Plan Urgent

Masters of Excel, please help. This is urgent.

For example:
Salary = 7000
Break-even point = 7000*3

Let incentive earn = 500000
The incentive has to be passed through these 3 stages:
Stage 1
63,000 - 1.00 Lac = 17%
Stage 2
1.00 - 1.50 Lac = 22% of the remaining amount
Stage 3
1.50 Lac and above = 27% of the remaining amount
