as per my knowledge there r no relation to issue appointment letter to any body whether he will be confirm or not.there are lot of company first issue offer letter and after joinning they will issue appointment letter.Unfortunately most of us don\'t know the actual rules so there are lot of unproffessional co.and their most unproffessional staff making rules as per their wish.it\'s India and it can be happen omly in India
