Senior Its mandatory that if you ciculate a office circular for improving office timings that first you have to ask your Boss after that Boss decided Its circulate or not. Being a Hr Person what to do.

Hope you have company policy which has mentioned office timing.
Yes you have to get the MD / CEO / or your Head HR approval for sending a circular.
You have to first make them understand the situation and consequences(In discipline) which no one will accept so you will surely get the approval and send the circular.

Late arrival/ leaving early are not a bane, only unscheduled leaves affect the bottomline.
