Planning To Open A New Call Center In Pune Of 15 - 20 Seater

We are planning to start a Call Center in Pune.
Can anybody suggest me,
1. How and from where to obtain a license
2. What are the requirements for a license
3. Any other "leagal" formalities
4. What are the procedure, technology, licensing, investment, related details
5. How we will get projects or to whom we have to approach
6. What all the IT equipment's will be needed.
7. What type of Infrastructure will be needed.
