Seeking Advice: How Do I Propose an "Employee of the Month" Idea to Management?

I would like to ask how to present an idea of "Employee of the Month" in our company. As someone in HR, I want to introduce the concept of Employee of the Month to the management. It's my first time proposing this idea to any management in writing. Please, dear seniors, help me out.
