Salary negotiation - As a HR person should we be aggressive at the time of salary negation stage?

Dear Santosh;
Yes , I am also in same line. For non-relevant experience period we can give the half weightage rather than full. For 2 yrs we will take 01 yr and for relevant 05 yrs we'll give full weightage . That means we can consider his experience 6 yrs rather than 7 yrs. Accordingly we can fix his salary.
