Dear all,

Can anybody explain to me about the workers' categories? Which employees fall under skilled, semi-skilled, and unskilled categories?

Dear Sender,

Please take this case study and work on it in your factory. There are generally four categories of workmen working in the factory/establishment:

1. Highly Skilled - The person who possesses excellent knowledge and skills in his area of work and can teach other people. He can handle any difficult job in his area or produce the best quality products.

2. Skilled - The person who possesses knowledge and skill in his area of work and can produce the best production.

3. Semi-skilled - The person who possesses certain skills in his area and can perform the job. However, close supervision is required to ensure quality and productivity. Normally, people may be considered semi-skilled after a training period.

4. Unskilled - The person who performs casual jobs and does not require specific skills for the job, such as Helper, Peon, Sweeper, etc.

Dear Bhushan,

Now, please guide me in the following case:

We appointed an accountant in Delhi/NCR with the salary structure as below:
- Basic: 2800
- HRA: 1450
- Conveyance: 1250
Total: 5500/-

Is this the correct structure, or should we also pay him basic VDA, etc.?

Thank you.

Once the salary crosses the minimum wage level, it doesn't make a difference as to what you pay.

A security supervisor is typically billed approximately 20k per month. Most small organizations pay their HR manager the same.

Whatever salary is decided for the accountant, it is sufficient. Do not give any additional D.A. to him. However, the accountant does not fall under the workmen category. Define the proper grade for him.

He will be placed in either the Supervisor grade or Assistant grade, depending on the nature of his job profile.

Please help me in finding out which law in India defines unskilled workman, semiskilled workman, and skilled workman. I understand the difference in skills, but I am looking for a legal definition either through any enactment or by a judgment by the apex court.

Hi, could you please provide me with a gazette copy for construction workers to define their designations based on categories such as Skilled, Semi-skilled, and Unskilled?

Kindly go through the base notification issued under the Minimum Wage Act of your state. The base notification clearly specifies the nature of jobs that fall under unskilled, semiskilled, skilled, or highly skilled categories. It all depends on the nature of jobs, qualifications, and technical skills of the workmen. All states have described in their base notification who shall be in which category.

In a few states, a workman working in one category for a specific time period, say 2/3/4 years, will be treated as advanced to the next category and so forth.
