Seeking Insights: Has Anyone Evaluated a Performance Management System Recently?

I am doing a report to describe and evaluate an organization's performance management system, determining the strengths and weaknesses of the system. Has anyone done a similar report that I could read? I noticed a thread in early October that mentioned one that could be emailed on request. Any assistance is greatly appreciated. 
