A slightly more detailed information about your organization/industry would help. If you are new the best thing to do is to use the most powerful tool is to take a short interview to get a feel of the problems that they are facing. Subsequently you could design a questionnaire to identify real problems/issues.
You must ensure you cover all the levels or you may end up with one side of the story.

Dear Anitha.....there is a creative artist within everyone.....to make every1 in your organisation comfortable n get to know each other is more important....I would suggest a "WALL MAGAZINE" would be an appropriate idea to introduce in. Let every1 write or draw a picture [{( on a drawing sheet) do not separate them as department wise} let all the write up/drawings in any place they feel like] something and you display the same at the reception area....so that every1 walking in to the organisation would get a glimpse of this and will be forced think that these ppl are united and melancholy.... make it a weekly basis n at the end of the month declare a winner irrespective of his/her position to he felicitated by your boss.
