Seeking Advice on Defining KPAs and KRAs for HR in the Construction Industry – What Should I Focus On?

I work in a construction company at the corporate office in the HR department. I am in the process of defining the KPAs and KRAs in my company. Wanted to get inputs on the same. Could you please help me out by letting me know the areas to concentrate on in designing? If anybody has the material and can provide it to me, I would be really thankful.

I have been given the task to prepare KRAs for HR (all functions), procurement, Plant & machinery dept, accounts, and the tenders departments. Please help!

It's not difficult. For instance, as an HR manager, you would need to take care of all regulatory compliances. I just need to ask you the current status, e.g., 3-4 cases every month and fix a target of 2 compliances in a year (as per WRAP). The same goes for all activities. Map them, isolate/identify 3 variables e.g., time, cost, service level/quality, etc.
