The company is adopting an illegal practice by employing off-roll employees. Therefore, there cannot be a laid-down procedure to convert off-roll to on-roll. It depends upon the decisions of senior management in your company, as small companies often engage in these practices.

Managing employees on an off-roll basis is an illegal process. To transition them to on-roll status, off-roll workers must first be paid the prescribed minimum wages of the state according to their category. Secondly, ensure that these employees are covered under the EPF/ESIC scheme if it is applicable to them. Additionally, maintain the date of joining as the latest one, not the previous one.
