Leave Policy Of The Company!!!

Dear Seniors,
My company is based at Varanasi, UP. We have operations in Uttar Pradesh & Bihar and planning to expand our operations to Madhya Pradesh.
Shop & Establishment Act of these 3 States have following rules for Leave:
Uttar Pradesh : CL - 10 ; EL - 15 ; ML - 15
Bihar : CL - 12 ; EL - 15 ; ML - 12
Madhya Pradesh : CL - 14 ; EL - 30 ; ML - 00
CL - Casual Leave EL - Earned Leave ML - Medical Leave
Please advice what should be the leave policy of our Company?

The employees posted in the respective states should get the leaves as per the State Acts of the respective state. No uniform policy on leaves can be adopted in this cae. experts may throw light on this.
