Expanding to New States: How Should We Set Our Leave Policy Across Regions?

Dear Seniors, My company is based in Varanasi, Uttar Pradesh. We have operations in Uttar Pradesh and Bihar and are planning to expand our operations to Madhya Pradesh.

Leave Policies According to State Acts

The Shop & Establishment Acts of these three states have the following rules for leave:
- Uttar Pradesh: CL - 10; EL - 15; ML - 15
- Bihar: CL - 12; EL - 15; ML - 12
- Madhya Pradesh: CL - 14; EL - 30; ML - 00

CL - Casual Leave, EL - Earned Leave, ML - Medical Leave

Please advise on what should be the leave policy of our company?
