Not Correct ! The role of HR is to play strategic business partnering ! It will include the service offering of facilitation, consultation & effective execution. End of the day, there should be an impact to the organisation interms of productivity, competency enhancement, employee satisfaction & matured dynamic workforce.
In short - HR has the capability to influence any strategic decisions and give consultation.

Company comprises of many department and people. Every time one single department or single individual cannot act as just a facilitator or decision maker.
There times decisions are made depending upon external factor than on internal factors, like government policy or economical policy or banking and financing policy.
When one is put forward with above kind of question, then the best answer that I can think of is as following,
HR is a facilitator who helps in decision making. When I make this statement I stress on the fact that I as a HR person, try to give such a work environment to my corporate employees that they are able to decide what is best for the organization and at the same time be responsible. By making this statement, I also convey the fact that, I as a HR person support the top management with right set of tools and information, that helps them take right decision based on a calculated risk and analysis.

Dear All,

I think it depends on the power that you have. In some companies HRD is not considered that important and in some other companies it is given the power and freedom to decide on behalf of management. But core decisions which are related to growth of business, expansion, operation etc are taken by Board.

HR is a decision maker but all the decisions are not taken by HR. HR can take decisions related statutory compliances.

HR is a facilitator when it comes to HR routine operations.

All departments have their own power to take decisions pertaining to their particular department, that is the reason we appoint people with responsibility.

So HR having lower designations will be facilitators and when they move up in the ladder with responsibilities on shoulder they will start to make decisions, after due reasoning, based on the psychology of organization.

I belive HR is best example of facilitator, moreover its the first and best customercare function available across.
This customercare is for the service of internal customers which are the backbone and very vital that drive
fortune of the companies.

The highest utility of HR support over a long career was been as a "facilitator". It is a high skill contribution but very useful to a manager of executive. It places the HR person in the role of "consultant" and as such builds a strong working relationship with the manager.

I think we as HR folks should stop considering ourselves at the bottom of the value chain in a organisation.
Today HR is empowered to play a strategic partner role and we need to grab such opportunities to prove ourselves beyond being just a facilatator, clerk etc. all
We cannot do this unless we come out of the mould of a facilitator or whatever role we are playing as a second lead. Certainly we need to continue being facilitators but there is immense scope beyond this we just to prove ourselves....
