If an accident happens while an employee is commuting from home to the workplace, should I report it to the ESIC office or not?

Yes, you should report the accident to ESI. If an accident occurred while coming and going back home from the office, it is covered under ESI benefits.

The recent ESI Notification No. 13 in Section 51D states that accidents occurring while going to the factory or returning home after completing work will be covered by ESI. I am unable to attach the file; please access it from http://www.esi.org.
