I am working in a manufacturing unit that is under a project. Presently, only 15 staff members are working, excluding the contract labor. My question is whether it is necessary to take PF registration or not.

We are a small-scale unit under the PF Act, where we had employed 40 blue-collar workers and 15 white-collar staff. Currently, we have 14 blue-collar workers and 5 white-collar staff. Do we still fall under the PF Act?

Once an establishment is registered under EPF/ESIC, it cannot opt out of it. Even in the case of zero employment, they are required to pay the minimum administrative challan every month for EPF. However, it can be surrendered after the permanent closure of the establishment.
