Please if you can inform that whether we can use Smileys to convey our emotions while writing Official Emails?

When you are writing some invitation mails,……… for party or gathering (if not formal)you can use then only. Otherwise simply no……….

But to be Precise about question,
if in Meetings Agenda we are about to mention the Birthday Celebration of the staffs who'll be giving treat to us during their attendance in Meeting,
If in such scenario's we can use Cheerful or Clapping Smileys to add some enthusiasm to an Email.
