Employee Refusing to Pay Tax: Should I Issue a Salary Certificate or Wait?

I have an employee whose salary falls within the taxable income bracket, and he is refusing to pay tax. He is also requesting a salary certificate. I would like to ask if issuing the salary certificate to him could cause any problems in the future or create any link with the income tax department. In other words, will there be any issues for the company due to his salary certificate? Or should we refrain from issuing the salary certificate until he pays the tax? Kindly guide me.

Any Indian citizen should pay tax if his or her income is within the taxable limit. Denying to pay income tax will attract penal provisions. Employers should deduct TDS.
