It is a table (separate tables for workers, officers, managers). The skill matrix will have the names of jobs in the first top row, with the post, qualification, and experience. The required skills will be listed for all jobs in the first column, and if applicable to each post, just tick the skill against the post in the appropriate box. Take the help of the HODs for the list of skills. When you recruit/post somebody, ensure that the requirements defined as essential are fulfilled.
