"Establishment" Under Employment Exchange(CNV) Act

Hi,
Pls. interpretate the word "Establishment" in light of Employment Exchange (CNV) Act.
My confusion is, Establishment means a office or a company ?
If anybody have a notification/judgement/ref. , pls. provide.

Unless otherwise specified the term establishment shall include factories, mines or any other establishment where some kind of manufacturing, trading or commercial activity is carried out.
