The goal of the HR department is to put the right person in the right place at the right time. If a person is not able to perform, firing is not the solution. The right HR system emphasizes retention, so employees' issues need to be taken seriously, and their problems need to be discussed. HR needs to put the person in the right comfort zone to discuss their problems with the work environment or the work culture. Always remember, a happy worker is an efficient worker. If HR is the right person in the right place, they will definitely put the right people in the right job at the right time.

I have a slightly different view that HR is not the only person responsible for hiring employees; the functional department head is equally responsible for hiring the perfect match employees for the organization. Managing Human Resources is not the sole responsibility of HR; it's the line manager who has to manage the workforce, while HR will only guide the process to do this.

What Does "Comfort Zone" Mean?

Thank you, Shaikh! I agree with you when you said that "HR is not the only person..." But here we were discussing the HR policy or HR philosophy, which focuses on hiring the right person in the right place at the right time. The entire HRM revolves around this philosophy. I do not deny that managing human resources is also the responsibility of line managers to some extent. However, it would be better to say that managing the work and performance of employees is the responsibility of the line managers. According to the human resource management approach, roles should be clearly defined, and jobs need to be properly allocated so that a particular department is responsible for performing a specific function.

Comfort zone, especially in terms of discussing a problem, is when you bring the other person to a level where they can address their problems without hesitating. You misunderstood me! It was not related to efficiency!
