First Step In HR...

Hi Friends,
We are Software development company on Ruby on Rails platform. It has been successfully running for past 1 year. We have 30 employees in our organisation. Our management and myself has been involved to start HR Dept and HR implemetation work.
Currently, i'm the person handling all HR activities. Basicall, i'm not From HR Background. I have some knowledge and Activites in HR .
If i need to start HR activites in my company, where to start, which is beginning.
Friends, suggest me how to take first step and build proper HR Dept ?
Give me a step - by-step activity and flow of them.

Prioritize things.
Prepare Letter formats of all kinds
Induction for all employees and new joinees
HR manual or policy manual (very imp).
Attendance system.
These are the basic things you need to look out for.

On the onset let me appreciate your openness in thinking of an Hr department a, and sharing your idea with everyone and asking there view on the same.

Just presume that you had to join a company , and what would you expect from the company ?

List them down ......

I believe first write on a plain and simple english and then think of Hr jargons for the same........

Like recruitment and selection process

Job description and job specifications

Compensation & Benefits.

Date and time of payment....

Code of Conduct

Induction and orientation process

Setting up their KRA's / KPA's ( Key result or performance areas)

Policies regarding evaluation of the employess ( PA ,PM ,PD)

Training need analysis

Training Process

Training evaluation

Resignation , Retirement , Separation process......

Exit Interviews

Retention Strategies...

I believe these are the basic HR policies that need to be framed .... later one can develop as to what the organisation demands....
