New to HR? How Do I Create Effective General and HR Policies for My IT Company?

I have just recently joined a new IT company as an HR-ADMIN executive, and I am a fresher. As part of my duties, I have to create new company general as well as HR policies. Therefore, it would be greatly appreciated if anyone could provide me with such valuable information.
