Each company has different expectations from their HR department, which stem from the company culture. Some companies mix administration with HR, while in others, it's purely HR. In my opinion, the HR role is to make operational managers the best HR for their department. For this, the HR team has to organize the right training and workshops for better recruitment, career management, and appraisals. Through different interviews with their team members, they transfer the respective team's feedback to the manager so that he/she can progress in human management of their team. The operational manager is the first HR.
