Employee Of The Month - Project Release

i am working in a container terminal as HR Associate , and i've been chosen to release a employee of the month project ,for 750 employees distributed between different departments:operation,finance,hr,facilities,it,sec urity. so i need to find the best criteria to choose an employee each month , and on what basis the selection will be done.

normally the best employee is given to the one who is close to the manger or the oone one who is always behind hte boss...definitly not for hard workers in todays corp world
