Basically, industrial relations is the relationship between the employer and employee, and employee and employee, so all these are human beings, i.e., employees. The HRD/HRM's basic activity and responsibility are to take care of human-related matters. In this context, HR has to play a major role in industrial relations.

Until and unless there is a cordial/congenial atmosphere existing in the organization, no HR processes can take place. Hence, the basic responsibility is to ensure a good/cordial relationship in the organization. To move forward with HR processes and initiatives, HR has to ensure a healthy atmosphere in the organization. In my opinion, HR has to ensure a cordial relationship/atmosphere in the organization. Therefore, it is the basic responsibility of HR. If the Head of HR lacks the required qualities, then they have to recruit an IR specialist in their team to lead.
