Understanding Minimum Wages: Do Only Basic and D.A. Count, or Are We Missing Something?

Dear All, please advise on the correct definition of minimum wages. Our local labor consultant claims that minimum wages mean only Basic + D.A. He says all the other salary components do not matter. Our company provides Basic + HRA + TA, which is way over the minimum wages. However, if we consider only basic, then we have to increase the basic for everyone. Can somebody please advise?

Make sure Basic + DA/Special Allowance should not be less than the prescribed limit set by the Appropriate Government; it may vary from one state to another.

Thank you for the quick response. In our company package, the basic + HRA + TA is always greater than what is specified in the minimum wages. Will this suffice?
