I would like to understand how and when an employee can be considered a habitual absentee. What is the meaning or definition of authorized and unauthorized leave as per the model standing order? When can an absence be classified as unauthorized? Additionally, what is the disciplinary procedure for dealing with habitual absenteeism? I am eager to gain a clear understanding of authorized and unauthorized absence/leave within an organization or establishment.

Hi,

According to my knowledge, if a person intimates to his controlling authority in writing or orally about his absence and his leave has been approved by the controlling authority, then it can be taken as authorized absence. Furthermore, if an employee falls ill or due to any other circumstance, he is not able to intimate to his controlling officer or any higher authority, he can seek post facto approval from his controlling authority to convert an unauthorized leave into an authorized leave, subject to the standing orders, conduct discipline, appellate rules, and leave rule position in that particular organization. Therefore, if an individual follows the procedure specified in the company's leave rules while taking leave, then such leave is termed as authorized absence, and all other cases are considered unauthorized absence.

A) You have to define the same in your office orders/standing orders. Normally, companies put a cap on authorized leaves/absence per month. In case someone avails leaves/remains absent beyond that stipulated period, he is considered to be a habitual absentee.

A) Authorized leave is the leave that is authorized by the company, and unauthorized leave is that which is not authorized or sanctioned.

A) When his leave is sanctioned after being absent.

A) Like any disciplinary proceedings, the employee needs to be served a charge sheet, and an explanation is sought. We can issue a warning, suspend the employee, or deduct salary. This procedure needs to be defined in standing orders/office procedures, or you can follow model standing orders.
