Dear PS, please go through the Factories Act, 1948, and TN Rules for both the Safety Committees and Canteen Committees. The occupier of the factory under the Factory Act has to create a safety policy for the organization. You also need to refer to TN Factory Rules. The committee will first consider whether your industry is covered under the respective schedule of the Act, where special provisions related to safety must be met. Also, the number of employees employed will determine the appointment of a safety officer (which is mandatory) if 1,000 or more personnel are employed, including contract labor.
There is no standard format or procedure. You need to have a practical approach, and things will take shape automatically. Send emails to the concerned heads to nominate committee members. Once the committees are formed, inform them in writing along with abstracts of the Act, their responsibilities, and what needs to be done, etc. You need to refer to both the Acts (Central & State Rules) and the Contract Labour (R&A) Act.
