Sources For ITI And Diploma Engineers

Hi everyone,
Can anybody help me with the sources to get the ITI and Diploma engineers (Welders, fitters, operators).
Portals are not of much use for such positions and we havn't got good response through newspaper ads and displays.
My company is into setting up spanish companies in India. For one of the plant we have set up in India, we need ITI and Diploma engineers.

The plant is at Varodara, Gujrat. The incumbents will have to move to Spain for training for about a month.
