Small R&D Team Moving to Production: Do We Need a Factory License or SME Certification?

We have a small R&D setup and are moving into production. We have less than 20 employees and we consume power for production. Is a factory license mandatory for us, or do we need to obtain an SME certification?

As per my understanding, if you enter into the manufacturing process with more than 10 workers, you will need to take a Factory license.

Understanding Applicability of the Factories Act

Please go through Section 2m of the Factories Act, then decide whether the said regulations will be applicable to you or not.

We have a small R&D setup that is transitioning into production. With less than 20 employees and power consumption for production, we are unsure if a factory license is mandatory for us or if we need to obtain an SME certification.
