How Should I Draft a Letter for an Employee Who Missed Their Transfer Deadline?

I have issued a transfer order to one of our employees at my other location, which is in Delhi. He has accepted the order and agreed to join on or before the said date. However, he hasn't joined there yet. I need to send a letter to him stating that he must join immediately at the said location; otherwise, necessary action will be taken against him.

I need a draft letter for that, which I need to send to that person.

Dear Mr. X,
This refers to our transfer order vide letter ref. [Reference Number] dated [Date] and your acceptance for the same vide letter no. [Letter Number]. However, we are surprised to note that you have not yet joined your duties at Delhi. This would be treated as a serious violation of the company's protocol. You are hereby advised to report to Delhi by [Date] and send us an explanation letter as to why you could not join on such and such date.
