How Can I Establish Effective HR Practices as the First HR in a Family Business?

Hi, how are you all? I, Harshita Raj, work in a HUF (Family Business Organization) as an HR. I am the only HR and the very first HR in this organization, although it is a very old firm running since 1997. Most of the employees here don't even understand the work of HR and always try to abide by the rules that are made under HR policies. Now, please suggest what I should do and how to start proper functioning in HR so that everything comes to its proper and systematic stage. Please help  It's very urgent.
