HR Policies: Should They Cover More Than Just HR Issues?

I want to know what all should be in the framework of HR policies. Should it only focus on HR issues, or should issues related to other areas also be included?

To frame an HR policy, you need to understand the business of the organization, culture, and what practices you are following in the organization. Based on all these factors, only then can you design an HR policy. In an HR policy, you can cover everything from dress code to training, no smoking policies, being an equal opportunity employer, and more, all tailored to meet your company's specific needs.
