1 thing that comes to my mind is whatever details you have mentioned, means checking master rolls, wage registers, tour claim forms etc, those are maintained by HR dept itself. In that case who does the HR audit?

This is totally depending upon the HR mgt. some times HR audit conducting internal auditing and some of the times external auditing
