Tata Institute of Social Sciences, Mumbai conducts courses like, M.A. in Human Resource Management & Labour Relations & M.A. in Globalization & Labour.
They have many PhD Students enrolled in various stream also. I'm not sure, but there is a high chance that they must be offering a PhD in IR.
