Establishing HR Department from Scratch: Challenges and Solutions

In a month's time, I will be joining a fairly new company as the Head of HR. I am expected to start the department from scratch. This is a big challenge for me. Although I love challenges, I have never started an HR department from scratch before. I need all of you to help me out with the issues to settle and what I need to know.

I am also starting the HR function for the first time in my company. I have never done or dealt with any of this stuff before. Please tell me how to start and where to start from.
