Starting an HR Department from Scratch: What Should I Focus on First?

Hello All,

In a month's time, I will be joining a fairly new company as the Head of HR. I am expected to start the department from scratch. This is a big challenge for me. Although I love challenges, I have never started an HR department from scratch before. I need all of you to help me out with the issues to settle and what I need to know.

Kindly send me the basic forms for the HR department in a software company. The total strength of the employees is only 18. I also need to build up the base right from scratch in HRD. Could you reply soon?
