New HR Manager in a Manufacturing Plant: How Do I Set Up an Effective HR Department?

Greetings for the day. I have recently joined a manufacturing factory in Punjab as an HR manager. I have to set up the HR department here. I am the only person in the HR department. Kindly guide me on how to initiate the process to set up the HR department. Currently, more than 350 people are working here, including labor and office staff. I have to design the leave policy and late-coming policy in the company. Additionally, I have to transition all the off-roll employees of the company to the rolls of the company. I will be highly thankful to all the seniors for this in advance.
