Fuel & Maintenance Reimbursement Policy

Dear Friends
In my organisation we are planning to have a new salary component called Fuel & Maintenance reimbursement. Through this we are planning to pay a fixed amount to the higher earning employees to avoid huge tax. So please help me out to frame a policy to reimbursement the Fuel & Maintenance.

With the rise in the price of petrol at very short interval, please let me know how are local travel reimbursement when employees are using their own vehicle for business purpose is being tackled.
