What exactly is this A, B, and C area? Ours is a metal trading house in Mumbai, so which area does it come under?

Hi all,

The Area "A" and Area "B" shall respectively comprise all the places as specified in the Annexure to the notification, including all places within 15 kilometers from the periphery of Municipal Corporation or Municipality or Cantonment Board or Notified Area Committee of a particular place. Area "C" shall comprise all other places not mentioned in the Annexure to which the Minimum Wages Act 1948 extends.

Thanks for this information. Can anyone explain how we classify employees into unskilled, semi-skilled, skilled, and highly skilled categories? What are the criteria for this?

Please find below the classification of skills:

SKILLED: Wireman, turner, engineer, fitter, designer, foreman, tester, teleoperator, winder, electrician, assembler, carpenter, accountant, head clerk, storekeeper, etc.

SEMI-SKILLED: Assistant turner, fitter, winder, wireman, clerical staff, etc.

UNSKILLED: Sweeper, guard, helper, peon, gardener, etc.

Classification as per the Shop & Establishment Act is as follows:
- CLASS-IA: Manager, officer, clerk, etc.
- CLASS-IB: Jr. clerk, driver, etc.
- CLASS-II: Assistant
- CLASS-III: Peon, watchman, helper

Dear All,

Also note that there are two Labour Commissioners, i.e., Labour Commissioner (Central) and Labour Commissioner State.

The Labour Commissioner State covers all industries - private, public sector, etc.

The Labour Commissioner (Central) covers those industries under the control of the Central Government, such as IOCL, BPCL, refineries, GAIL, ONGC, BSNL, etc.

Both authorities mentioned above cannot interfere with each other's industries.

Please find below the definition and classification of employees.

DEFINITION OF UN-SKILLED, SEMI-SKILLED, SKILLED, & HIGHLY SKILLED WORKERS

UNSKILLED:

An unskilled employee is one who performs operations involving simple duties that require little or no independent judgment or previous experience, although familiarity with the occupational environment is necessary. Their work may also require physical exertion and familiarity with a variety of articles or goods.

SEMI-SKILLED:

A semi-skilled employee is one who performs work of a generally defined routine nature, where the major requirement is not so much judgment or skill, but the proper discharge of duties assigned to them within a relatively narrow job scope. Important decisions are typically made by others, and their work is limited to routine operations of limited scope.

SKILLED:

A skilled employee is capable of working efficiently, exercising considerable independent judgment, and discharging their duties with responsibility. They must possess a thorough and comprehensive knowledge of the trade, craft, or industry in which they are employed.

HIGHLY SKILLED:

A highly skilled worker is capable of working efficiently and supervising the work of skilled employees.

To Mr. Shrikant,

Please note that the Minimum Wage can't be bifurcated. If you are paying wages more than the minimum wage, then only the additional amount can be split into the above heads.
