TNA starts with balance sheet of your company. Now how many HR have access to the balance sheet and if they have access then how many can derive the training needs from the balance sheet is a point to moot.
TNA starts with the business performance. From business performance come down to individual performance.
Secondly, you need to know what KPIs are applicable to your industry/company. Unless you start measuring them, you won't come to know where you are failing and why you are failing. This is the sound method of doing of TNA.
