CST stands for Central Sales Tax under the Central Sales Tax Act. Whenever sales occur outside of states or within the country, the vendor is liable to pay tax.

TIN refers to the Tax Identification Number issued by the government to business owners for paying tax under a specific tax number.

Prasant is right. CST & TIN are both issued by the Sales Tax Department. CST is applicable only for interstate sales & purchases. For local sales & purchases, only a TIN/VAT number is required. There are more details related to CST & TIN/VAT.
