Well, go for consultancy that deals with labor positions or offers employee referrals through existing employees, or conduct recruitment events in the areas where you believe you can find them.

The best way to hire unskilled labor (Tailoring) for the garment industry would be through NGOs that deal in vocational training. Try to find out which NGO in your area deals in vocational training. Check with them if they run vocational courses (Tailoring is one course approved by the Government of India). Moreover, NGOs will not charge you for placing their trained students.
