Now, Abhay, let me tell you one thing. The three points you mentioned are so valid and more than enough to ensure safe working in hot areas if successfully implemented practically. Work rotation is essential. If you can provide a rest area near the workplace for these workers, that will serve the purpose, I think. In this rest area, you may arrange for water availability.
