Are Labor Charges for Tool Repairs in Manufacturing Subject to PF?

Ours is a manufacturing company covered under ESI and PF. During the process, we are paying labor charges for repairing our tools, and it is debited to the P&L account as job work charges. Do these labor charges attract PF? Kindly confirm.
